Illinois-Wisconsin Gas Pipeline Gets FERC Okay

LCG, March 15, 2001--CMS Energy Corp. said yesterday that the Federal Energy Regulatory Commission has given its final authorization for Guardian Pipeline to build and operate a new interstate natural gas pipeline to serve growing demand in Wisconsin and northern Illinois.

Guardian Pipeline is a partnership of CMS, Wisconsin Energy Corp. and Viking Gas Transmission Co. The project will consist of about 141 miles of 36 inch pipe extending from Joliet, Ill. to the Ixonia, Wisc. area, with an additional 8.5 miles of 16 inch lateral pipe extending from the main Guardian line to a point near Eagle, Wisc.

Dick Osborne, vice president of pipelines at Wisconsin Energy, said, "The final order by FERC is a solid reflection of the need Wisconsin has to add pipeline competition in this area. Our many supporters throughout the state will now begin to see the benefits of true competition."

CMS said land acquisition work in support of the pipeline is currently underway in Wisconsin andnorthern Illinois. Contracts have been awarded for fabrication of steel pipe for the pipeline, and formanufacture of the gas compressors which will provide compression on Guardian. Construction isexpected to begin in spring of 2002, with completion and operation of the pipeline expected byNovember 2002.

According to CMS Energy, Guardian Pipeline currently has firm precedent agreements with Wisconsin Gas and others to transport 662 million cubic feet of gas per day, or 88 percent of design capacity, when the pipeline goes into service in November 2002.
