Brazil Orders 20 Percent Cut in Power Use

LCG, May 21, 2001The government of Brazil, faced with a deepening electric power crisis because of the country's worst drought in more than 60 years, on Friday ordered consumers and businesses to reduce electricity usage by 20 percent of prepare for California-style blackouts, the New York Times reported Saturday.

Rationing will be imposed beginning June 1 and remain in effect for at least six months. Those who fail to meet cutback quotas will pay surcharges and those who exceed them will be rewarded, the paper said.

Large companies are to be allowed to sell the energy they save, and small consumers who reduce consumption by 34 percent will receive their electricity free. Quota violators will have their power turned off for up to six days at a time.

"We will save the energy we need if we organize ourselves," President Fernando Henrique Cardoso said in a nationally televised speech Friday night. "Everyone has to participate in this national effort if we want to remove the risk of blackouts."

On Thursday night, street lighting in most major cities was cut 35 percent, and police night shifts were bolstered. In another sign of the seriousness of the crisis, the government has prohibited night games of professional soccer, the country's favorite sport, and severely restricted concerts.

Brazil relies on hydroelectric power for more than 90 percent of its needs, but impoundments behind its hydroelectric dams are at less than one-third of normal because of the prolonged drought. Economists and businessmen have urged government development of non-hydro generation since the mid-1980s, but little has been forthcoming.

Funds realized from the privatization of many state-owned utilities have been used to reduce government debt rather than to enhance the power infrastructure.
