Brazil's Parana State Okays Copel Sale - Barely

LCG, Aug. 21, 2001--The legislative assembly of Parana, a state in southern Brazil, early this morning voted 27 to 26 in favor of proceeding with the privatization of integrated utility Cia Paranaense de Energia, Globo television reported.

The vote to sell the company, referred to by most as Copel, came despite massive protests. Several thousand anti-privatization demonstrators punched the air under red flags outside the assembly building, clashed with police and even invaded the assembly, where a home-made bomb exploded on Monday night in a toilet, injuring no one, Reuters news service said.

Between 76.5 percent and 90 percent of the voting stock in Copel will be sold in an auction on October 31, depending on how many of the company's minority shareholders participate in a government offer to buy their shares for inclusion in the auction.

Copel is seen as one of the most attractive Brazilian privatization candidates in the power sector, as a combination electric generation, transmission and distribution utility. Five foreign firms have indicated an interest in purchasing the utility, including Belgium's Tractebel, Hydro-Quebec of Canada, Electricit de France, Germany's RWE and the Spanish Endesa.

Terms of the sale, including a minimum price, are expected to be announced on Friday.
