DTE Asks FERC to Suspend its RTO Rate Change

LCG, Sept. 12, 2001--The International Transmission Co. subsidiary of DTE Energy Co., said yesterday it has filed a motion with the Federal Energy Regulatory Commission to suspend the effective date of its "innovative transmission rates" pending a re-filing by the Midwest Independent System Operator Inc. The innovations were not disclosed.

Earlier this month, DTE said it would withdraw from the Alliance regional transmission organization in favor of the Midwest ISO.

"In our previous position as members of the Alliance we filed our own innovative rate request because the Alliance RTO had not yet developed a structure to support such a filing," said Joseph Welch, ITC president. "However, as members of the MISO, a more developed structure exists with an advanced architecture which allows the MISO to file and support innovative rate making such as that sought by the ITC."

Welch sort of explained, "These innovative rates are intended to attract the capital necessary to implement infrastructure improvements to the regional transmission grid, allowing electricity to be successfully imported into the peninsular State of Michigan."
