Illinois Instates Two Year Rate Freeze

LCG, June 11, 2002--A two-year rate freeze was signed into law after passing through both Illinois congressional houses.

On Thursday, Illinois governor George Ryan signed the bill, which is intended to protect electricity consumers from high prices in the nascent wholesale electricity market. The rate freeze, which was already in place, will continue through 2006.

Some criticism has arisen regarding utilities profiting from the freeze due to low wholesale prices. The Illinois Commerce Commission reported that Commonwealth Edison Company, a utility which serves 3.4 million Illinoisans, might reap some $2 billion from the rate freeze extension, although the ICC asserted no official stance on the legislation. ComEd spokespeople assert that the freeze will do what it is intended to, meaning benefit consumers.
