Oregon Utility Says It Unknowingly Manipulated CA Market
LCG, June 18, 2002--Portland General Electric said it may have unwittingly participated in the manipulation of the California energy market by working with Enron. The Federal Energy Regulatory Commission (FERC) had set a deadline for last Friday by which time Portland General would have to give up trading information under threat of losing its trading license.Although the utility denied actively taking part in Enron-style trading strategies, which were revealed in memos released earlier this year, it did say that Enron might have used Portland General in order to carry out its market manipulation strategies.Electricity was sold by Enron to other energy traders, who then sold it at a profit to other energy traders at new delivery points. These energy traders did the same themselves, and eventually the same megawatt hours would be scheduled to the initial Enron-scheduled delivery point for a much higher cost than before. Portland General Electric said it was one of the energy traders who sold the energy to Enron, unwittingly participating in Enron's market manipulation.FERC has said that an investigation status report will be submitted to Congress in July.
