New York Poised to Close Last Coal-fire Power Plant

LCG, December 4, 2019--The last operating coal-fired power plant in New York is moving toward closure shortly. Last month, Somerset Operating Company, a subsidiary of Riesling Power LLC, submitted a request to the New York State Public Service Commission (NYSPSC) to waive the state's required, 180-day notice to close the Somerset Station, allowing the facility to be retired on February 15, 2020. Closure is contingent on approvals by both NYSPSC and the New York Independent System Operator (NYISO), which will evaluate if it will cause an adverse effect on grid reliability.

California ISO Suggests Market Enforcement Strategies

LCG, July 23, 2002-The California Independent System Operator, a not-for-profit company responsible for reliability in California's electricity transmission, has been discussing means by which to enforce market rules.

ISO documents released on Friday included unannounced testing of generators in order to ensure availability and insistence upon publishing market information.

Surprise testing would apply to those generators who sign contracts for providing reserve energy. The ISO may rescind "capacity payments" if generators are found to be unavailable.

The ISO also has recommended publishing schedules in order that market manipulation will be more difficult to hide and the ISO's under and over-scheduling problems might be limited.

The ISO's recommendations await stakeholder comments and will be sent to the ISO board of governors on Thursday for discussion.

The ISO will release an enforcement plan on August 12 and hold a stakeholder meeting regarding the plan on August 15. Ultimately the ISO hopes to have its recommendations sent to and approved by the Federal Energy Regulatory Commission by November 25, at which point the ISO will begin employing the new measures.
