Long Island Wants DOE Order to Switch on Cable

LCG, Aug. 15, 2002--With demand for power on Long Island straining available power capacity, the Long Island Power Authority is asking the Department of Energy to order a transmission cable to Long Island from Connecticut be turned on.

The request is not routine, in that the DOE rarely grants intervention on behalf of states. Some LIPA staff are warning that with unexpectedly high demand compared to last year, region-wide blackouts could occur if the cable is not activated. Connecticut's attorney general, Richard Blumenthal, has said that regardless of the supply situation on Long Island, Connecticut should not be forced to allow transmission of up to 330 megawatts of power across the Long Island Sound.

The New England Independent System Operator supports the New York position, while Connecticut's governor John G. Rowland has delayed the cable's operation, on the grounds that environmental reviews should be completed to determine possible effects on sea life on the bed of the sound. The cable's owner, TransEnergie, a subsidiary of Hydro-Quebec, cooperated with a request for more environmental reviews before operating the cable, which was not buried to the depth that was previously thought necessary not to disrupt sea life. The cable could otherwise be brought into operation within eight hours following an order.

The Department of Energy is seeking comment from grid operators and stakeholders before issuing a response to the LIPA's request.
