New York Poised to Close Last Coal-fire Power Plant

LCG, December 4, 2019--The last operating coal-fired power plant in New York is moving toward closure shortly. Last month, Somerset Operating Company, a subsidiary of Riesling Power LLC, submitted a request to the New York State Public Service Commission (NYSPSC) to waive the state's required, 180-day notice to close the Somerset Station, allowing the facility to be retired on February 15, 2020. Closure is contingent on approvals by both NYSPSC and the New York Independent System Operator (NYISO), which will evaluate if it will cause an adverse effect on grid reliability.

CA Public Utilities Commission to Issue Generator Analysis Supplement

LCG, Jan. 30, 2003-According to a California Public Utilities Commission spokeswoman, the CPUC will release a supplemental report regarding generator operations and available capacity during 2000/2001.

The Commission' is expected to present the supplement today as announced by PUC spokeswoman Terrie Prosper.

The PUC will attend to objections raised by electricity generators at the release of the initial report, which asserted that generators unnecessarily withheld electricity during the rolling blackouts of 2000 and 2001. The first report, published in September 2002, asserted that the California energy crisis could have been avoided if more plant capacity had been made available. This statement has been rigorously disputed by electricity generation companies. Generators have said the PUC report underestimates the effect of the California ISO directions to generators and overestimates power plant capacity statewide. The companies specifically under scrutiny are AES Corp., Dynegy Inc., Mirant Corp., Williams Cos., Duke Energy Corp., and Reliant Resources Inc.

Since September, Duke Energy has sent 89 requests to the PUC for report-related data, calling for the names of those who contributed to the report.

The initial report was given by former Commission president Loretta Lynch during a California senate panel hearing.
