Agreement Reached on Proposed LNG Terminal

LCG, May 21, 2003--A location for a potential liquified natural gas (LNG) terminal has been agreed upon by Mitsubishi Corp.'s Sound Energy Systems (SES) and the Port of Long Beach, which together signed a letter of intent pursuant to building on the site.

If built, the terminal would be capable of supplying about 9 percent of the daily demand for natural gas in California, or 700 million cubic feet. Deliveries would be made by ship, in super-cooled vessels. SES spokesman Tom Giles said he believes the next step will be to apply for approval from the Federal Energy Regulatory Commission.

A slowdown in new production at domestic gas fields and the fact that most new generating units are gas-fired has spurred this and other proposals for the West Coast. The imported gas would be expected to come from Asia, and could not only be used for power production but provide fuel for fleets of LNG-powered vehicles, a unique feature. Discussion are now underway on a possible contract for arranging gas supply to Long Beach Energy, a utility.
