Move for Final Vote on Energy Bill Blocked

LCG, Nov. 21, 2003--The major energy bill that has been sought by the Bush administration and Energy Secretary Spencer Abraham, and which was passed by the House this week, was not brought to a vote by the Senate today when too few Senators voted to end debate.

While minority leader Sen. Tom Daschle, D-S.D., voted to end debate (the tally was 57-40), and was ready to vote in favor of the bill, he said some of the provisions in the package, which included $31 billion worth of tax incentives, were not acceptable to some senators, including six Republicans.

Sen. John McCain, R-Ariz., labeled the bill "an enormous turkey stuffed with ... tax dollars." The bill requires a doubling of ethanol production, the gasoline additive made from corn grown in the Farm Belt, by 2012. Sen. Dianne Feinstein, D-Calif., said that the ethanol requirement amounted to "essentially a hidden gas tax." She charged that ethanol is increasing gas prices in California.

For his part, Daschle felt he could not vote against the bill because of the benefits it would provide farmers in his state of South Dakota.
