FERC to Require Reporting When Reliability Standards Not Met
LCG, Dec. 17, 2003--The Federal Energy Regulatory Commission (FERC) intends to require that utilities report instances in which they fail to meet voluntary standards set by the North American Electric Reliability Council. The Chairman of FERC, Pat Wood III, said that as long as the scope of FERC's authority to enforce standards remains in doubt because of the stalled energy legislation in Congress, requiring reporting would be a first step before NERC's voluntary standards could become legally binding. The reporting requirement could become effective before summer, Wood told the agency. In addition to the reporting requirement, for which support has been expressed by other commissioners as an initial step in improving reliability, FERC might undertake audits of utility performance. The audits could be used to verify compliance by individual utilities.
