TVA Rate Proposal Meets Some Dissension

LCG, June 10, 2003--A group of electric power distributors served by the Tennessee Valley Authority (TVA) want a planned rate adjustment by the agency to apply to industrial customers the same way that it would to residential and small customers, whereas a February proposal by TVA suggested lowering industrial rates.

The TVA management staff have said that industrial customers have paid higher rates than they would in nearby states, so if industrial rates are raised, large businesses' competitiveness could be compromised, resulting in pressure to cut jobs. The industry group representing distributors has said that the reason for the planned 8.1 percent increase for wholesale residential rates, the installation of emission control equipment, does not justify the increase being applied to only some customer groups. Harold DePriest, the chairman of the distributors' trade group and president of EPB of Chattanooga, said, "If TVA is going to restructure its rates, then we think it needs to do a better job with its homework and a better job of communicating the need for this major philosophical change." The proposal outlined a 2 percent decrease for wholesale industrial rates.

A vote on rate changes will not be held until September. TVA's spokesman John Moulton said that while it was "disappointing" that the distributors did not take the same view of rates and industrial customers as TVA did, "We're very open to continuing discussions on these issues."
