LCG, June 23, 2025--The Governor of New York today directed the New York Power Authority (NYPA) to develop and construct an advanced nuclear power plant in upstate New York to deliver zero-emission power that supports a reliable and affordable electric grid. NYPA will lead the effort to develop at least one new nuclear energy facility with a combined capacity of at least one gigawatt (GW) of electricity, either alone or in partnership with private entities. The directive builds on the Governor’s 2025 State of the State to develop nuclear energy plans in New York.

NY Grid Operator Comments on Blackout Avoidance
LCG, Aug. 28, 2003--Speaking before the New York State Assembly yesterday, the president of the New York Independent System Operator, William J. Museler, stated that even if the grid manager had known about transmission problems in the Midwest well in advance of the blackout that ultimately hit New York, it would not have anticipated the situation becoming as severe as it did.Had a decision been taken to isolate the New York transmission system from other areas, including Ontario, to which New York was effectively sending power, it could have increased risks for neighboring regions, said Museler. He also told legislators that in addition to not providing assurance of preserving stability for New Yorkers, active isolation would not have been in keeping with long-standing cooperative policies with regional partners.Investigators have generally agreed that lines between New York and Ontario seem to have functioned according to their design, and did not automatically trip when the flow of power across the U.S.-Canadian border increased significantly. Nonetheless, given the amount of data that still requires examination, this viewpoint is being scrutinized before more explicit confirmation.Museler testified that, on balance, assuming some risks by remaining connected to the larger grid could have beneficial consequences by encouraging reciprocal behavior by other grid managers. "There are many more times where it's better being connected to the grid, where it's going to save you," Museler said.
