Midwest ISO Files Document on Market Implementation
LCG, Apr. 1, 2004--The Midwest ISO yesterday filed a document with the Federal Energy Regulatory Commission, revising an earlier tariff proposal it submitted last July. The filing reflects the result of lengthy negotiations among ISO members and stakeholders, and includes rules for Day-Ahead and Real-Time market functions, as well as Locational Marginal Pricing (LMP) and Financial Transmission Rights (FTR's). According to the filing, the Midwest ISO would assume the responsibility for centralized dispatch, and for the energy markets and load requirements. Established control area functions would continue to be overseen by Local Control Area Operators, who would use price signals from the ISO itself.Jim Torgerson, president and CEO of the Midwest ISO, said, "This filing, upon acceptance by the Commission, will implement a market that will improve congestion management on the grid and produce consumer savings through the system-wide dispatch of generation throughout the region."
