SPP Receives FERC Approval to be First RTO Operating in Both Eastern and Western Interconnections

LCG, March 205, 2025--The Southwest Power Pool (SPP) today announced it will soon be the first regional transmission organization (RTO) in the nation to provide full services in both the Eastern and Western Interconnections of the U.S. power grid. On March 20, the Federal Energy Regulatory Commission (FERC) unanimously approved Southwest Power Pool’s amended tariff that includes provisions that enable Western members to join the RTO. The expansion of the SPP RTO is scheduled to go live April 1, 2026.

FERC to Attempt to Prevent Utility Market Power

LCG, Apr. 14, 2004--The chairman of the Federal Energy Regulatory Commission, Pat Wood, has put in place interim rules that establish criteria that may be used to determine whether utilities have market power, and should therefore not be allowed to sell electricity at market prices.

As part of the order containing the new tests of market power, FERC is allowing American Electric Power (AEP), Entergy Corp. and Southern Co. to respond with their own findings regarding the tests the agency has devised, and their service territories. One of the tests is intended to measure whether a company is a supplier with indispensable resources to satisfy market demand at the annual peak demand. The other test works similarly, but on a seasonal, rather than annual, basis.

The results of the tests will not be considered absolute indicators of the existence of market power. Rather, companies may put forth their own tools for analysis. Additionally, companies may point to others as having market power, using their own criteria. Those utilities found to have market power will need to propose solutions for blocking the exercise of the market power. The primary method available and recognized so far is for utilities to sell electricity based on their costs.
