AEP Effort to Join PJM Gains Traction

LCG, May 20, 2004--Kentucky officials have changed their opposition to American Electric Power Co.'s participation in the PJM Interconnection into acceptance, leaving Virginia regulators as the main source of resistance to the company's application.

The Kentucky Public Service Commission wanted assurances that customers of AEP's Kentucky Power would not be made worse off if control of the utility's transmission system were transferred. AEP and PJM communicated to the commission that costs to customers would not outweigh the benefits, such that the commission was of the belief that no significant price increases or disruptions would result.

An administrative law judge with the Federal Energy Regulatory Commission said in March that a decision still pending, and which could have overruled regulators in both states, would not be issued until May 20. An initial ruling favored AEP's joining PJM. The inclusion of part of AEP's large service territory, covering multiple states in the Midwest, within PJM would significantly boost the extent of the transmission network overseen by the grid operator.
