Quebec Cancels Plans for Gas-Fired Power Plant

LCG, November 19, 2004--Yesterday the Natural Resources Minister of Quebec, Sam Hamad, declared that the Suroit natural-gas-fired power project in Beauharnoi would be canceled. The 836 MW project, with an estimated cost of $550 million, was targeted to commence operations in 2008 to meet the regions growing demand for electricity.

Historically Quebec has relied almost entirely upon hydro electricity to meet its energy requirements, with surplus electricity to export as well. However, with its growing demands, Quebec is now a net importer of electricity. In July, the Quebec government approved the province's first major gas-fired generating facility, the Becancour cogeneration plant, which is scheduled to commence operations in 2007 at an estimated cost of $500 million. The plant, located roughly midway between Montreal and Quebec City, is deemed necessary to meet Quebec's forecast electricity demands.

Following the approval of the Becancour plant, opposition from environmentalists and locals led to a delay in addressing the Suroit project. Hydro-Quebec has now announced plans to install 1,000 MW of wind-power capacity that would be built in the Gaspe region, with the potential to add another 1,000 MW as well. To further address future supply shortfalls, Hydro-Quebec announced an aggressive energy efficiency plan, with a new target annual savings of 3 billion kilowatt hours - a four-fold increase over the past target.
