Plans for New, U.S. Nuclear Plants Focus on GE and Westinghouse

LCG, January 20, 2005--Dominion has dropped its option to develop and use a nuclear reactor design with Atomic Energy of Canada Ltd. for a new, nuclear reactor at the North Anna Power Station, which is currently operated by Dominion's subsidiary, Virginia Power. Dominion, along with Entergy and Exelon, has initiated the review and approval process with Nuclear Regulatory Commission to build a new nuclear reactor. However, the Canadian design is being abandoned by Dominion because of its concerns that the approval time will be too lengthy. Dominion now plans to present a General Electric (GE) reactor design based upon a 1990s design that previously received NRC approval and is now used in Japan. The NRC estimates that the decision to approve the permit may occur by June 2006.

There is a consortium, NuStart Energy, that is also pursuing the development of new nuclear reactors. NuStart includes Exelon, Entergy, Southern Company, Constellation, Duke Energy, the Tennessee Valley Authority, Florida Power & Light, Progress Energy, EDF International, and the two reactor vendors, GE and Westinghouse Electric. The NuStart consortium is considering the Westinghouse Advanced Passive Pressurized Water Reactor and the General Electric Economic Simplified Boiling Water Reactor. NuStart is currently reviewing alternative sites and plans to apply for two licenses at specific sites with specific designs by the end of the year.

In the wake of Dominion's decision to drop the Canadian design, Atomic Energy of Canada Ltd. announced yesterday that it has expanded its agreement with Shanghai Nuclear Engineering Research and Design Institute for the joint development of advanced technology and products related to the CANDU nuclear reactor. In China, there are two CANDU 6 reactors that commenced operations in 2002 and 2003.
