Missouri PSC Approves Grain Belt Express HVDC Transmission Project

LCG, March 22, 2019--The Missouri Public Service Commission (PSC) approved a request filed by Grain Belt Express Clean Line LLC for a certificate of convenience and necessity (CCN) to construct, own, operate, control, manage and maintain a high-voltage, direct-current (HVDC) transmission line to move power east from wind farms in western Kansas to load centers in Missouri, Illinois and Indiana.

FPL Targets 1,490 MW of Solar Capacity for New Community Solar Program

LCG, March 15, 2019--Florida Power & Light Company (FPL) Wednesday filed a proposal with the Florida Public Service Commission (PSC) for a new community solar program, FPL SolarTogether. Pending PSC approval, FPL plans to install 1,490-MW of capacity at 20 new solar power plants across FPL's service territory to meet anticipated customer enrollment in the program.

Peabody's Thoroughbred Energy Campus Permit in Limbo

LCG, August 17, 2005--Development plans for Peabody Energy's Thoroughbred Energy Campus, a proposed 1,500-MW, coal-fired power plant hit a snag last week when a Kentucky hearing officer recommended that its permit be withheld until a number of items are resolved. The project is located near Central City, Kentucky and would be supplied by coal from an adjacent mine.

In her 400-page report, hearing officer Janet Thompson found that the Kentucky Division of Air Quality erred in granting the permit and recommended that the air permit for the plant be sent back to regulators for further evaluation of a number of issues, including how emissions might affect animals and consideration of technologies that would reduce emissions to lower levels.

Parties have two weeks to submit comments on the report and recommendations. A Peabody spokesperson stated that its response would be put in writing shortly. Environmental and Public Protection Cabinet Secretary LaJuana Wilcher will review the report, recommendations and comments and will then decide whether to accept some or all of them, or call for further hearings. Parties may then appeal Wilcher's findings to the Franklin Circuit Court.
