Governor Endorses New IGCC Project in Indiana

LCG, September 15, 2005--Governor Mitch Daniels yesterday expressed his support forthe proposed Crossroads Power Plant, to be sited near New Carlisle, Indiana. The governors senior advisor and chairman of the Northwest Indiana Regional Development Authority requested that a special use permit for the facility be granted during testimony before the St. Joseph County Council and Commission.

The St. Joseph County Council postponed a decision on the proposed plant and will meet on September 22 to decide on the special-use permit for Tondu Corp. for the Crossroads Project. Additional information was requested by the Council from Tondu Corp. regarding environmental concerns.

Tondu Corp. is proposing the development of the Crossroads Power Plant, a new, coal-fired electric generating station in St. Joseph County, Indiana. The project site under consideration was previously targeted by Allegheny Energy Supply for the construction of a natural gas-fired, generating station. The 550-MW plant is estimated to cost $1 billion and is based upon an integrated gasification combined cycle design that could be fueled by a mix of coal and petroleum coke.

The integrated gasification combined cycle (IGCC) process includes coal gasification, with the gas from the coal passed through a gas turbine to generate electricity. The hot exhaust gas from the turbine heats water to produce steam to power a steam turbine and generate electricity a second time. The IGCC plant design results in relatively high initial capital costs; however, its improved efficiency and reduced emissions are expected to improve long-term profitability and reduce the environmental impact.

According to the Governor's spokesperson, the clean coal technology incorporated in the proposed Cross Roads Power Plant is consistent with type of projects the new Clean Indiana Energy Act, passed by the Indiana General Assembly and signed into law by the Governor earlier this year, is intended to promote.

The St. Joseph County Council postponed a decision on the proposed plant and will meet on September 22 to decide on the special-use permit for the Crossroads Project.
