AEP Proposes Electric Transmission Superhighway

LCG, February 2, 2006--American Electric Power (AEP) Tuesday filed plans to build an electric "superhighway" from West Virginia to New Jersey with the Federal Energy Regulatory Commission (FERC) and the PJM Interconnection (PJM). The proposed 550-mile long, AEP Interstate Project is estimated to cost $3 billion and is designed to reduce transmission congestion costs, improve system reliability, and reduce transmission losses. The project plan includes an in-service date of 2014.

AEP is proposing to build a 765-kV electric transmission line that would extend from AEP's Amos transmission station in Putnam County, West Virginia, through Doubs Station in Frederick County, Maryland, and terminate at the Deans Station in Middlesex County, New Jersey. The proposed route follows a corridor identified by PJM as Project Mountaineer, which is a route targeted to reduce transmission congestion within the PJM footprint.

AEP also filed with the Department of Energy with the intent to have the proposed route designated as a National Interest Electric Transmission Corridor(NIETC). The Energy Policy Act of 2005, which was signed by President Bush in August of last year, provides for NIETC designation for areas that are experiencing electric energy transmission capacity constraints or congestion that adversely affects consumers.

AEP has created a subsidiary, AEP Transmission Co., LLC, to own the line andmanage the project construction.
