Florida PSC Approves FPL Proposal for More Gas-Fired, Electric Generating Capacity

LCG, September 4, 2008--The Florida Public Service Commission (PSC) yesterday approved the applications from Florida Power & Light (FPL) for a determination of need for one new natural gas-fired, electric generating unit and upgrades to oil and natural gas units at two aging facilities installed in the sixties. The investment will add approximately 2,285 MW of electric generating capacity to FPL's generation portfolio that serves electric customers in Florida.

At the West County Energy Center in Palm Beach County, a new combined-cycle unit will provide 1,219 MW of new electric generating capacity. Two other combined-cycle units are already under construction at the site, and these units are scheduled to connect to the grid in 2009 and 2010. The third unit is now scheduled to commence commercial operations in 2011.

At the Cape Canaveral power station in Brevard County, FPL will convert two 400-MW units into a single combined-cycle facility with an electric generating capacity of 1,219 MW. The new facility is scheduled to commence commercial operations in June 2013. Similarly, at the Riviera power station in Palm Beach County, two 280-MW generating units will be upgraded into a combined-cycle facility with an electric generating capacity of 1,207 MW. The new Riviera facility is scheduled to start commercial operations in June 2014.

The addition of Unit 3 at the West County Energy Center by 2011 provides a sufficient "reserve margin" of generation capacity to allow the modernization at the other stations.
