Vistra to Install New Gas-Fired Units at Permian Basin Power Plant

LCG, September 30, 2025--Vistra Corp. announced yesterday that it will proceed with the next phase of its capital plan to support grid reliability in Texas. In 2024, Vistra identified over $1 billion worth of potential capital additions in generation capacity within the Texas ERCOT market by 2028 if market conditions were supportive. Now, with West Texas' growing power requirements, particularly the state's expanding oil and natural gas industries, Vistra reached a final investment decision and confirms it will build two new advanced natural gas-fired power units on-site at its Permian Basin Power Plant.

NRC Accepts Two Applications for New AREVA Nuclear Reactors

LCG, December 17, 2008--The Nuclear Regulatory Commission NRC announced Monday that it has accepted for review two combined operating license (COL) applications from Unistar and AmerenUE that incorporate AREVA's U.S. Evolutionary Power Reactor (EPR) design. The EPR is a pressurized water reactor, with a nominal electric output of approximately 1,600 MW.

UniStar Nuclear Operating Services (Unistar) submitted an application on September 30 to construct and operate an EPR at Constellation's existing Nine Mile Point nuclear power plant in New York, approximately six miles northeast of Oswego. The existing facility includes two reactors with a total capacity of 1,756 MW. In 2007 UniStar Nuclear Energy was formed as a strategic joint venture between Constellation Energy and the EDF Group, which owns and operates 58 nuclear reactors in France.

AmerenUE submitted an application to the NRC on July 28 to build a nuclear reactor at its Callaway Plant in Missouri. The existing Callaway Plant consists of a single reactor that has a net generating capacity of 1,126 MW and began service December 1984. The site is located about twenty-five miles northeast of Jefferson City and was initially developed with the idea of adding a second unit in the future. In 2007, AmerenUE announced that the company had signed an agreement with UniStar Nuclear Energy to help prepare a COLA.

AREVA filed its application to certify the U.S. EPR design on December 11, 2007, and in February the NRC accepted the application for review. The NRC will conduct a technical review and will issue a Safety Evaluation Report after all technical and safety questions are addressed. The NRC may then certify the design with an agency rulemaking. The NRC's Office of New Reactors expects the review work will continue at least into 2011.
