AmerenUE Halts Plans for New Reactor at Callaway

LCG, April 24, 2009--AmerenUE yesterday announced its plans to install another
nuclear reactor at the Callaway Plant in Missouri are now on hold, as state
legislative changes desired by the utility are not proceeding as expected.

AmerenUE was relying upon legislative changes that would allow for a utility to
recover project costs from consumers prior to project completion and start-up. Without the change in the law, and given the current credit-constrained markets, AmerenUE stated that it believes getting financial backing for the multi-billion dollar project is impossible.

The existing Callaway Plant consists of a single reactor that has a net generating
capacity of 1,126 MW and began service December 1984. The site is located about
twenty-five miles northeast of Jefferson City and was initially developed with the
idea of adding a second unit in the future.

In 2007, AmerenUE announced that the company had signed an agreement with UniStar
Nuclear Energy to help prepare a combined operating license (COL) application.

AmerenUE submitted a COL application to the Nuclear Regulatory Commission (NRC) on
July 28, 2008 to add a second reactor at its Callaway Plant. The application incorporated AREVA's U.S. Evolutionary Power Reactor (EPR), which is a pressurized water reactor with a nominal electric output of approximately 1,600 MW. The NRC accepted the application for review in December 2008.
