SWEPCO Files for Rehearing on Arkansas Coal Project

LCG, June 3, 2010--Southwestern Electric Power Company (SWEPCO), a unit of American Electric Power (AEP), Tuesday filed a petition for rehearing at the Arkansas Supreme Court of the court's May 13 decision that reversed the Arkansas Public Service Commission's (ASPC's) approval of the 600-MW, coal-fired John W. Turk, Jr. Power Plant. The petition requests a rehearing of SWEPCO's motion to dismiss the case that was denied as part of the May 13 decision.

SWEPCO is continuing construction of the project, located in Hempstead County, Arkansas.
The estimated cost of the ultra-supercritical, advanced coal project is $1.7 billion. Construction began shortly after the air permit was received from the Arkansas Department of Environmental Quality in November 2008 and is continuing in order to serve the company's customers in Arkansas, Louisiana and Texas. SWEPCO's projected completion date for the project is October 2012.

SWEPCO stated that approximately $959 million had been spent on the project, including $742 million by SWEPCO for its 73 percent share of the plan, as of March, 31, 2010. Furthermore, SWEPCO and the joint owners had an additional $459 million in contractual commitments for the plant.

SWEPCO's project has faced significant opposition for some time. Local landowners appealed on environmental grounds a November 2007 decision by the APSC to grant a Certificate of Environmental Compatibility and Public Need (CECPN) to SWEPCO to build the plant.

Construction of the plant was also approved by the Louisiana Public Service Commission and Public Utility Commission of Texas in March 2008 and July 2008, respectively, to serve SWEPCO's Louisiana and Texas customers.
