Panda Power Funds Announces JV for New 1,000-MW Combined-Cycle Facility in Pennsylvania

LCG, February 19, 2015-Panda Power Funds announced Tuesday that it has entered into a joint venture with Sunbury Generation LP to develop, finance, build and operate a 1,000 MW natural gas-fueled, combined-cycle power project in central Pennsylvania. The project is expected to supply load centers, including Philadelphia and New York City. The new facility is expected to commence commercial operations in the second half of 2017.

The gas-fired project will be constructed on the site of the recently retired Sunbury Steam Plant, located near Shamokin Dam in Snyder County, Pennsylvania. In 2011 a plan was announced to convert the Sunbury Steam Plant from coal to gas as an alternative to the modifying the plant to comply with EPA regulations, but that plan was not implemented.

The new joint venture calls for installing the Panda Hummel Station, which will occupy an 18-acre parcel of the 192-acre Keystone Opportunity Expansion Zone at the site of Sunbury coal-fired power plant. The project site provides access to Marcellus Shale gas through the Marc I, Regency and Transcontinental regional gas pipelines. The new plant will interconnect to the pipelines through a planned 35-mile lateral extension.

Panda Power Funds has two other Marcellus gas-fueled generating stations currently under construction in Pennsylvania. The Liberty Power Project is expected to enter commercial operations in the first quarter of 2016, and the Patriot Power Project is scheduled to enter commercial operations in the second quarter of 2016. Both projects will have an electric generating capacity of 829 MW, use Siemens H-class gas turbines and incorporate air cooling, rather than water. Combined with the Hummel Station, the three new facilities will provide nearly 2,660 MW of new generating capacity in Pennsylvania.
